Shri Narendra Modi's twenty-five years as Gujarat's Chief Minister and India's Prime Minister mark a defining era in contemporary governance. Few democratic leaders have enjoyed such sustained executive influence to reshape policy, administration, and institutional culture. Rarer still is maintaining public trust and an electoral mandate while expanding the reach of governance.
Much has been written about his politics, ideology, and leadership. Far fewer studies have systematically examined the distinct governance imprint of this period.

For the 2026–27 academic cycle, the Fellowship will admit approximately ten Fellows for a six-month, full-time research programme.
The ten Fellows will form the core research team. Each Fellow will be assigned a specific thematic chapter and will own it from research to final draft.
Fellows work independently within their assigned domains, while collaborative review workshops and cross-learning sessions ensure coherence across all chapters.
The study follows a thematic research approach, with sub-questions across the following areas. Each Fellow takes one chapter.
